When the laptop is plugged in, it checks if the optimum power is supplied to the battery and that takes about 15 to 20 seconds.
And the boot up time also depends on the number of application installed on the computer.

Sfc /scannow command can fix errors - Why my laptop's boot time is smaller when is on battery ?
The sfc command is also known as System File Checker which is a very helpful utility to verify and replace important system files. When it scans the whole system and finds any missing, invalid or damaged system files, it will replace the problematic files. This can fix the problem if the file is provided by Microsoft.
Reinstall your Windows
When you have tried the above methods but can't seem to fix your problem, you can reinstall your Operating System and install a "clean" copy of Windows onto your laptop again. But this should be the last method to fix your error, as this will completely erase everything on your hard disk and it will take you a lot of time to reinstall all your software back to your PC. It's very important for you to back up all files, pictures and personal information before you do that.
